Terri Hall
Terri Hall, a down-to-earth homeschooling mother of 10, has spent two decades fighting toll roads and other anti-taxpayer transportation projects in Texas, earning the celebratory moniker of “toll-road warrior” through old-fashioned grassroots activism.
If you have not already done so, we encourage you to watch or listen to Elze van Hamelen’s inspiring February 12 interview with Hall, in which they discuss the ingredients of successful pushback at the local and state levels.
Hall told Texas Scorecard (“Real News for Real Texans”) that she had always been politically aware (she was the one her friends would ask for election advice), but it was the Texas Department of Transportation’s (TxDOT’s) sly attempt to convert a paid-for freeway into a private toll road that spurred her to action 20 years ago, at a time when she was already homeschooling five children.
Over the years,
“She has sat through countless hours of TxDOT public hearings on highway projects, Transportation Commission meetings, and committee hearings in the state Legislature and U.S. Capital to advocate for taxpayers. She’s also debated adversaries, given television and radio interviews, spoken at conferences and rallies, and written over a thousand articles on toll roads.”
Hall also founded a legislative advocacy nonprofit, Texans Uniting for Reform and Freedom (TURF), as well as a political action committee (PAC), Texans for Toll-free Highways, which vets and endorses candidates. As the TURF website shows, it is not just toll road battles that are on her radar (though those remain important and are effective in mobilizing people) but also other pressing issues affecting freedom of movement such as vehicle “kill switches” and Flock license plate readers.
Hall’s conversation with Elze shows that Hall is clear-sighted about the digital control grid and the globalist agenda. For that reason, she argues that freedom fighters need their own plan of action and need to have their priorities straight:
“We need to have our action plan as grassroots to know what freedom looks like, what true private property rights look like, and protect them with our lives.”

Well deserved. It is inspiring and impressive how you initiated a statewide grassroots movement.
It shows how one person can make a difference (while homeschooling ten children, hats off to you!)- I hope many others will be inspired to follow your example. We need it.
