Sam Dean imprisoned for bulletin board post questioning COVID mask mandates
Lieut. Col. (ret.) Sam Dean, a decorated Green Beret US Army officer, was arrested Friday evening, September 9, and incarcerated in the Tri-County Regional Jail pursuant to a warrant issued for his arrest by Judge Eric M. Schooley of Madison County, Ohio. Sam Dean is married and father to seven children.
In March, 2021, Sam posted a sign on a bulletin board close to the Madison County Library urging non-compliance with mask mandates. On this basis he was convicted of a misdemeanor charge of criminal mischief. His appeal of this conviction was denied in September, 2022; his probation began on September 6. Sam was summoned to appear for a second probation meeting on Friday, September 23, 2022.
Sam has been diagnosed with PTSD related to his military service which, in accordance with the Americans with Disabilities Act (ADA) and Madison County policy, requires that his dealings with any probation officer involve a County-appointed ADA coordinator. His ADA protection entails specifically that he be provided with a hard chair because of wounds sustained in the military, and that he be allowed to excuse himself momentarily in any situation where PTSD symptoms that might lead to an irrational response are triggered.
More than 48 hours before his September 23, 2022, appointment he asked Madison County Probation Officer Brandie Maynard who would be serving as ADA coordinator for the scheduled meeting. Susan Thompson, the county-appointed ADA coordinator, was not available as she was on vacation. Since he could not be assured of the presence of an ADA coordinator, Sam sought to reschedule the probation meeting, but this request was denied.
On September 23, 2023, Sam and his wife appeared in the probation office in London, Ohio, signed in, and brought documentation of the county court’s refusal to adhere to ADA legal requirements to show why he did not want to appear in court without an ADA coordinator. Brandie Maynard then sought and received a bench warrant for Sam’s arrest from Judge Schooley.
This past Friday evening about 7pm Sam was on his way to referee a soccer match when he was detained and jailed by county police. He was held in jail from Friday evening September 9 and released today, September 11.

On this basis he was convicted of two misdemeanor charges of criminal trespass and criminal mischief. His appeal of this conviction was denied in September 2022; his probation began on September 6. Sam was summoned to appear for a probation meeting on Friday, September 23, 2022.
Sam has been diagnosed with PTSD and back disabilities related to his military service for which, in accordance with the Americans with Disabilities Act (ADA), the Americans with Disabilities Act Amendments Act (ADAAA), the Supreme Court of Ohio policy and Madison County policy, he has a right to request & receive reasonable accommodations in the court systems.
