Not sure. With the NDAA including a $100+ billion plus increase in appropriations for defense that can be viewed legally as approval or any wars the money is spent on, I think they are afraid that Trump will have a blank check and that is dangerous because of the people that will try to misuse it. Open a window and the wrong forces will try to fly through it.
