Financial transaction freedom means being able to make lawful payments and receive money without unnecessary surveillance or control. Cash, privacy, and a choice of payment methods matter in everyday life.
The Solari team’s work asks a practical question: how can citizens and state leaders preserve that freedom?
The freedom to earn, save, spend, and exchange money is fundamental to a free society. As financial systems become increasingly digital, control over transactions can shift to governments, financial institutions, technology companies, AI, and software systems. These systems can monitor transactions, impose automated rules, or make decisions with serious financial consequences for individuals and enterprises, often without meaningful human review or the ability to question or reverse those decisions. These developments raise an important question: Can new financial and digital technologies be used in ways that circumvent or undermine rights and protections guaranteed by the U.S. Constitution and state constitutions?
Financial Transaction Freedom means protecting choice, privacy, autonomy, human agency, and meaningful recourse in how we transact.
Building Legal Guardrails
Technology is advancing faster than the laws designed to protect citizens from its potential misuses. Solari is working with state legislators and citizens to establish protections before new technological capabilities become mechanisms of financial control.
Solari has developed three pieces of model state legislation:
- The CLEAR Act establishes guardrails against programmable money and automated financial control.
- The cash acceptance legislation protects the ability to use physical cash and preserves cash as a viable payment option.
- The Digital Integrity and Right to a Non-Digital Life bill protects access to essential services and participation in society without requiring the use of digital technologies.
The goal is not to stop technology. It is to ensure that technology remains a tool that serves people rather than a system that controls them.

There are numerous things that each one of us can do to protect our financial freedom – and even more when we connect and get together in our communities.
