Solari’s monthly online Financial Transaction Freedom briefings are designed to support state legislators, other elected officials, and engaged citizens who are working to preserve American freedoms.

The briefing, “The Right to Digital Integrity and a Non-Digital Life,” took place on September 24, 2026. Attorneys David Liechty and Carolyn Betts led the briefing and were joined by special guests Tennessee Rep. Bud Hulsey and financial planner Tim Caban. Solari State Legislative Leader Elizabeth Murphy moderated and Catherine Austin Fitts joined the discussion.

As more of our daily lives move into digital systems, we believe it is increasingly important to establish protections for those who choose, or need, to live and transact without relying exclusively on digital technology. During this briefing, we introduced Solari’s new model legislation, “Right to Digital Integrity and a Non-Digital Life,” and discussed why states should begin putting protections in place now to preserve access to essential services, transactions, and participation in society without requiring a smartphone, digital ID, digital payment system, or other digital technology.
