In the briefing on September 10, 2026, attorneys David Liechty and Carolyn Betts introduced and walked through the key provisions of Solari’s latest model legislation, the CLEAR (Consumer Ledger and Electronic Assets Rights) Act. Catherine and Tennessee State Representative Bud Hulsey also joined the panel discussion, emphasizing the importance of states putting protections in place before programmable infrastructure becomes further embedded in the financial system.

Solari’s first go-round with programmable money model legislation, the Consumer Payment Rights and Transparency Act, was designed to put guardrails on the potentially $4 trillion stablecoin market. With growing indications that weaponized distributed ledger technology could take your bank, crypto, and brokerage accounts, the CLEAR Act’s expanded scope aims to put guardrails not just on stablecoins but also stocks, bonds, and bank deposits—a potentially $136 trillion market.

When we conducted a poll among those attending our July 2026 briefing on programmable money scenarios, the take-home message was that, no matter what intentions might be behind the push for programmable money, everyone agrees that legislative guardrails providing consumer and investor protections are essential.
