There is one particular good that we all need that usually costs no less than $600: a firearm. Could the IRS technically create a “gun registry” without the ATF by tracking purchases like this?

Yes, they could.
I know you asked this of Catherine, but if I may, I think I can speak to this.
So, the answer to your question is a bit complex because there are many levels here to consider.
So can the ATF look the other way and pretend they do not see the IRS secretly creating an illegal “gun registry”, because keep in mind, if they successfully make it legal to monitor your bank account, that still does not make it legal to have a secret “gun registry” and yes it would have to be secret because it would be illegal. The assumption here may be that the ATF has a gun registry, not in the way you think. They track serial numbers, not people, they already got those serial numbers from the gun manufacturers, all they do is get an update to that serial number later on of…sold. I am oversimplifying because I do not have direct experience processing paperwork at the ATF.
Yes you may have filled out Form 4473 and I certainly have dozens of time, I can fill the form out with my eyes closed, but again they legally do not keep your name, address, etcetera as far as I know, they are tracking the firearms not you, the ATF that is.
At the point where a crime is committed with a firearm, then they have to get granular with the tracking using the serial number, otherwise there is no legal reason the ATF should have your personal information just because you purchased a firearm.
At the end of the day, if you are looking to somehow purchase a firearm that the federal government cannot track back to you, you really need to know the laws and politics of your state and if it allows for it, probably purchase a firearm in cash (a private sale) from a family member or neighbor.
You can also purchase it cash from an FFL, but you might still be concerned about that Form 4473 that you will need to fill out.
Your third option is you can buy one of those pricey 1911 kits that have existed for decades that now all of a sudden are referred to in the media as “ghost gun”, but we will be educated consumers here and not use that term. It’s just a kit with all the parts to build a 1911 plus an unfinished lower receiver. I cannot stress that last piece enough. The only way you can legally purchase an unserialized lower receiver, is if it’s unfinished. That means you need someone with machine shop/gun-smithing skills to finish it so you can then put all the parts together.
