Briefing for State Leaders
Why Legislative Guardrails on Programmable Money are Important and Urgent
with Dr. Jon Padfield, David Liechty
“As digital financial infrastructure rapidly expands through stablecoins, tokenized assets, digital identity systems, surveillance systems, data centers, and AI-driven financial tools, the need for clear legislative guardrails has never been more urgent.”

Briefing for State Leaders
May 29, 2026
This briefing examined why legislative action is needed now to protect transactional freedom—to prevent the convergence of growing surveillance and legal and regulatory enforcement into complete central control of our money, financial assets, and transactions. Unless we do this, we will wake up in a financial system that has the power to shift control of fiscal policy from the legislative and executive branches of government to central banks and international organizations.
Catherine Austin Fitts was joined by special guest Dr. Jon Padfield, Solari General Counsel Carolyn Betts, and Solari counsel David Liechty. Dr. Padfield is an engineer, former state representative, and business professor. Through his YouTube channel, Business Reform, he explores issues at the intersection of technology, business, and society. He is a strong advocate for privacy, freedom, and civil rights and brings valuable perspective to this discussion.
Solari’s monthly online briefings are designed to support state legislators, other elected officials, and engaged citizens who are working to preserve American freedoms.
We encourage you to review these materials and share them with legislators and others who are working to protect financial transaction freedom.
